Diabetes and Manifestation codes

I'm writing to ask about coding 250.40 with code 593.9, because there has been a lot of discussions within my department advising me that these two code can be coded and linked together to prove the association of diabetes with a renal manifestation. The provider coded renal insufficiency and DMII with renal manifestation but did not clarify the manifestation.

I feel the correct coding should have been 250.40 with 585.9, but the provider did not document the renal insufficiency as chronic, so I feel it cannot be coded as a manifestation of renal.
