Si joint injection with digital x-ray

If an SI Joint injection is being done with confirmation of needle placement in the SI joint by DIGITAL x-ray can CPT 20610 be used?

The procedure is not being done with CT or Fluoro so CPT 27096 cannot be used. CPT instructions state if SI joint injection is done without imaging use CPT 20552. I believe the rationale is that it is impossible to get into the SI joint without imaging.

Confirmation is being obtained but by DIGITAL x-ray and not CT or Fluoro.

Can CPT 20610 be used in this case?
