X modifiers 96372

So, I have a patient that received a toradol and a phanergan injection. They were given in seperate hips......

On the AHIMA website I have seen where someone says to use the XS modifier, but looking at the description and a scenarois it states seperate structure or ogan, different anatomical site, same encounter.

I guess my confusion is because this is treatment for 1 organ system, just 2 injections for the migraine.

I would appreciate any help!!!
