Medicaid allergy test billing for physician assistant

Has anyone had trouble getting ODJFS to pay for codes 95018, 95004, 95024 for physician assistants? ODJFS is telling us a PA can't bill for these services. We haven't had any trouble with any other insurance and I can't find any documentation from ODJFS to support this.
