28750 and 28290

Hi have been seeing more and want some thoughts.....

Pre/post DX: Hallux valgus deformity w/ DJD

Procedure: Left 1st metatarsophalangeal joint arthrodesis

part of op note:

At this time, a sagittal saw was used to remove the bunion, a portion of 1st metatarsophalangeal head, as well to perform a 1st metatarsophalangeal joint arthroplasty.

(then fuses joint down below)

At this time, a 0.62-inch K-wire was used to fenestrate the 2 resected surfaces of the 1st metatarsophalangeal joint. It was appreciated that a Synthes 0-degree small left 1st metatarsophalangeal joint arthrodesis plate was the appropriate fit. This was placed dorsally along the joint space....

My question is can still bill 28290 with 28750 or included?
